will USCIS forget?

USCIS messed up my case last year. After my many time complaints, they finally realized their mistake, but there is no visa number avaible then. they apologized in Feb, 2008 in the letter and USCIS said that the office at Washington D.C. is monitoring my case each month to ensure visa issuance once my priority date become available. In the coming August, my priority date will be current again. Actually my case is in Nebraska, I don't know who will work on my case? office at Washington D.C. or Nebraska? I no longer trust what USCIS told me as they didn't keep their words to me several times. I am worry if USCIS will not do what they said again. Has anyone got green card through the office at Washington D.C.?
