Help: my daughter lost travel permit in China

My daughter went to China with her grandma last year with US passport and a Chinese travel permit. I was told just now that her grandma searched everywhere and still could not find my daughter's passport and travel permit (basically all her documents). So what we could do to have my daughter back to US? Anybody has any idea? Your suggestion is highly appreciated.
