very unlikely they will become unapprovable and still have to wait, only very cases approved in the case of retrogression make their visa unavailable:
1. USCIS already allocated the visa for the applicant, but didn't get chance to finish the paper work during the current month, then even retrogression cause PD-NOT-CURRENT, they will still adjudicate the case afterword, that's exactly what happen last July.

2. the Court order the USCIS to allocate visa from any resource. If you can successfully win court order for the visa, then USCIS have no choice but to follow it. Even so far no clear order for this kind of WOM case, we indeed found cases approved even after retrogression. But don't count on this, it is very hard to fight for visa with WOM

for all others, you have to wait for next time. So you should try to push hard once your PD become available.
