NIW at NSC is very slow. I filed Oct. 2006, get ref. 04/30/08. So I will take the pending of your case as normal. Don't worry too much. Remember last July, the "door" suddenly was open, USCIS received tons of applications... You can just check your status on line . My online status was updated by USCIS accordingly whenever NSC mailed me Ref, or they received my Ref response, or they send out approve notice.
