I am not sure, is your friend's background being checked?
I suggest send a fax to the consulate, use company letterhead as it is L1-A.
It worked for me...I applied L1A in US, back to China and got Visa stamps of muitple entries for 3 years. The documnets were needed to transfer to China from US, but it never caome thru. I sent a fax using company letterhead to check status. The VO responded quickly with a fax and asked me to interview with that fax and I got the visa right on the spot.
