Can I ask for changing service center? Xiaobaito and PJ please

Hello, guys,

my case (I-485, following I-140 EB1a approved in July, 2005) has been pending close to three years. I have wirtten many letters to USCIS. The reply from USCIS is they need to perform additional review. I have moved out TSC area and right now live in DC under Vermont Service Center. I want to know whether to change service center can help this case process. many people advise me to sue USCIS. I need make a final decision to gain this green card.
