Pjiang and other friends, please help

As principle I got my GC this March. My son (turned 18 in March) is in dire need of his GC for scholarship. Wrote to Senator and Ombudesman and got reply to wait for respond for 120 days and 45 days respectively.
Today I got this. Please give me some analysis. Thank you in advance!!!!
