TSC relink request mail was bonced back twice, any suggestions?

My second mail to TSC requesting relink got bounced back again with a same
cover letter (ask me to call) attached.

In my returned letter, one sentence about my request to relink is
highlighted with green marker, which should be marked by TSC people.

What should I do?

My situation: EB1A approved recently, NIW pending,on my 485 form both 140s
are listed; want to link 485 to the approved EB1A.
