questions about AC21

In the AC21 law, it is said that I140 is portable as long as (1) I140 is
approved and I485 is pending more than 180 days, and (2) the new job is same/similar to the previous job. However, I have two questions regarding this:

1. regarding I485 pending for 180 days: what's the start point to count? Is it the filing date of I485 or the approval date of I140? My understanding is the filing date of I485 but I don't know if it is correct.

2. regarding same/similar job: It mentioned the job duties in ETA 750A or the DOT code and/or SOC code assigned to the initial I140 application with a certified ETA 750A. My question is what ETA 750A and DOT code/SOC code means? Where to get the copy of them, for example, from company HR/lawyers?

3. Does AC21 I140 portability apply to EB1 category which does not have PERM labor certificate filed?
