Applying for a Canadian Visa inside USA.

My parents are with me right now in Oregon and they want to visit Canada next month. I checked Canadian Embassy’s website, it mentions you can apply a Canadian Visa at the entry ports. Does that mean your application will be approved (or denied) right away? Anybody has experiences?

The other two options are to mail in the application or to go to embassy (the one in Seattle) to apply in person. If we go to apply in person, can we get a decision right away?

Any input is appreciated.
