I think you are okay. At most, that guy used your English name, but not your passport number, SNN and tax ID. If that is the case, you don't have to worry to much, because name itself indicates nothing. Although rare, it is possible someone has the same name as yours.

If you know who this guy is, mostly the one who is familiar with you, you may talk to this guy directly, and just tell this guy to stop, or otherwise, you will report to police.

Lastly,if this guy denies, just call police, and you do not have to worry the guy's consequence.

I think you need to do it soon.

BTW, if you can have your SSN, you will be free from this case.
