You have to convince the Director of Human Resource to file the petition for you.This Humamn Resources director has to sign the form I-140 and the petition/cover letter. The Dean or Dept Chair needs to provide a letter confirming your position is a permanent one.

Anyway, you have to get support from the HR Director, otherwise you can not use EB-1B for your GC application.
