Pjiang and Xiao Bai Tu: H1-B again

If my OPT starts January next year and I don't get H1-B in April, I know I may start the job hunting again in April. The current offer is from a nonprofit company (not free from H1-B quotas). What other options may I have? Can this company issue J1 visa?
