"If the alien relative has a priority date on or before the date listed in the visa bulletin, then he or she is currently eligible for a visa."

His priority date is 4/1/04. the listed date in the visa bulletin on his category is 4/1/04. His priority date is "on" the listed date, so it's current, unless the USCIS interpretation is a mistake.
