My opinion is NIW 推薦信ke代替 EB-1a 推薦信, but maybe not vice versa if your EB1-a letters do not stress on the national interest.

You may use same set of recomm letters but you can not use the same petition letter obviously. You need to prepare a different petition letter specifically used for EB1a application.
