You do not understand that you cannot do it for yourself. You can only do it on behalf of your university to fill the form and university has to pay application fee (you can not pay for it because you are not petitioner). Even you hire a lawyer, your university still has to pay. The relationship is that your university petitions for you, and you can not petition for yourself. That is why no such H-1b DIY.

What troubles me is that if your university wants to hire you, why does it not apply for you? It is not YOU want the H-1, it is your university wants the h-1 to hire you.

Knowing this, you should understand why you can not do it yourself. You need to have a lawyer to explain to your university if you can not explain yourself.
