你如果說的是簽證visa stamp，那麽是的，在美國國內

辦理visa stamp的服務已經中止了，如果你說的是從F1-H1或J1-H1的身份轉換（status),那麽還是可以在美國境內辦理。這個visa stamp 和visa status是兩回事，人在美國不需要visa,那時入境美國時的需要。但是必須有有效地status。
