RE: Visitor to Canada after applied their Green card

My parents applied Canadian Green Card through my sister in Beijing. They already got the application # from Embassy. They plan to visit Canada this summer. They're in US now, and still waiting for the I-539 extension.

We hear that it would be easy for them to get their visitor visa to canada after they got the GC application case#. Is it true? Thanks.
