Yes. But if you land on weekend, you will not be able to apply for SIN. Every bridge is same.

2. why do we need to rent car to landing Canada?
If you drive your own car, officer may require you to import the car and your car will have a canadian plate.

3. if we apply SIN, does this mean we have to do tax return at end of year?
No. SIN is like SSN here.

4. why do we need to prepare import list if we do not want to stay Canada? we may go back later.
if not, you will not have anything import to canada tax free.

List everything, car (VIN), computer (SN), TV, furniture, clothes, book, etc..
Just think you are going to stay there.
