Need help: Any one has the following expereince?

Dear All:

My friend want to invite a guy in china (without TOEFL and GRE tests) to USA as a J1 student (his Master student) to work on his current project. He and the OIS officer in his university donot know how to deal with this case.

Any one (or your friend) had such kind of expereince? If you have, please share with me.
