you can start immediately once new I129 is filed. Or if new company insists you only start after H1 approval, it takes less than one month for all process if using PPS. It's normal for US citizens to start weeks after the offer letter, unless you are talking about a fast food burger flipping or receptionist job, which want you to start the next day and no offer letter/ or offer negotition for this kind of job.
