For question 1, to get LC approved in EB2, the job deion has to say "Master degree is required", instead of "Master degree is preferred". Sure, he is qualified for EB2, since he has a master degree. The LC has nothing to do with the H1 application.

Again, don't trust any piece of info easily. Treat it as a research.
