Filing I-485 for kids in USA or file I-824 for kids outside USA dose the same in terms of protecting kids from age-out as long as your I-140 approved and you I-485 or I-824 filed for him/her before his/her 21 years old.His/her age will be locked at the time of 485/824 filing, no matter how long USCIS will process his/her case due to ineffeciency of processing or visa regression.
