Suggestion need for my parent's B2 Extension

I plan to extend my parent's B2 visa. My parents came here in Jan. 2008. Their I94 will expire mid of July. After i read the posts in the website, I found I may have three options

1. Submit I539s to extend 6 months time at right 45 days before my paretns' I94s expire

2. Bring our parents to visit Canada or Mexico to get new 6 months I94s

3. My parents go back China before their I94s expire and come back again before their visas expire at the end of this year.

I was told recently it is very hard to extend B2 visa. I donot know which method is better. Personally I may prefer No.3. because it is safer. but anyone has similar experiences to share.
