by law, employer is required to report H-1B termination to USCIS or material change of H-1B position by filing LCA or H-1B Amendment. In practice, many employers don't report. I think this lack of action is partly due to no penalty on the failure to report itself. However, employers have to take further actions to protect themselves from unnecessary exposure to legal liability in case the terminated H-1B worker later file some complaint.
