If you have not received the H-1B receipt notice, you may not start your new employment with another H-1B employer. Even if you want, no law-abiding employer is willing to take that risk without violating employment eligibility verification process. Within three business days of your date of hire, HR will have to record your H-1B transfer receipt and keep that on your I-9 file.
You have to be patient. If you have not received the receipt notice beyond the normal processing time, you may call the USCIS or send a written inquiry requesting for a receipt. In the worse senario, you can file I-907 for premium processing and force the USCIS to adjudicate your case within 15 calendar days. The downside is you have to spend 1,000 dollars premimum processing fee.
