why many NIW RFE rejected at NSC?

I did a web search and observed that most petitioner got rejected due to low number of publications and citations. Of coure, there are exceptions such as SHIWANG.

it is fairly rediculous that NSC focus on citations and papers in the category of NIW. My research area, a very old and trational one, can hardly get lots of citations.
