It seems that your future employer, the university, is not willing to pay extra. It is normal. I believe you can always pay the extra $1,000 later to expedite the process. For instance, if you file now with regular process and there is no response till mid July, you may pay that extra $1,000 to change to premium process. The university international office should help in this regard.
If you will work for a professor (in a lab or in a departemnt), you may consider the possibility that the PI or the department pays the extra. Officially, your empolyer is the university.
Just curious, does you OPT expire around August?
