I got the same notice 4/15/08. Got no card yet. Called TSC 2 hours ago and was told that their system does not have my biometric information. The lady issued a service ticket for me and told me that I should get the biometrics appointment notice via mail within 2-4 weeks.
By the way, I did my biometric Q1 2007. Don't see any reasons why they are not current.
You probably need to proactively follow up with them at one point (say after a few weeks) instead of waiting for 90 days.
