急:探親據簽,'cancel without ...

嶽父母探親被據。幾乎沒看材料，隻問了以前有沒去過美國。回答說去過兩次(2000年和2002年，各半年)。然後問女兒有沒回過國。回答說回過(我老婆5月底剛返簽成功H4)。簽證官在電腦裏搗了半天，說他們不符合去美國的條件。沒有具體原因如移民傾向之類，而是在他們以前的簽證上蓋戳 'Cancel without prejudice'。
誰知道這究竟是什麽意思？
