請教Xiaobaotu

Just did PF code 2 in March 15 requested from CIS local office, now need to di Code 3 requested from Vermont SC. Strange or normal?
EB1b, PD Mar. 05. 140 approved in Sep. 05, 495 still pending
1st PF Jun. 05, code 3
2nd PF Jan. 19, 07(right after interviewed at local office) code 1
3rd PF Mar.15, 08(appointment came from CIS local office) code 2
4th PF May. 9, 08(appointment came from Vermont SC) code 3
