How do you know your NC is clear? Is my understanding correct?

You receive the notice from INS asking you to do biometrics. Does that mean that receiving the notice for biometrics indicates that your NC is already clear? In other words, INS do name check first, if the name check is clear, then they ask you do biometrics. If NC is not clear or before they finish name check, they do not ask you do biometrics. Is my understanding correct?
