FILE WOM (writ of Mandumus) right away with the federal court. Then file an application for Temporary Restraining Order against DOS. You can ask the court to grant a temporary restraining order and preliminary injunction against Defendants generally and specifically against the US Department of State from assigning visa number available to Plaintiffs to another immigration visa applicant.
I know the person who did this got his green card in 10 days. He filed on March 21, and got it on April 1. That is because the defendants have to respond to application to TRO within 10 days.
