The CIS Ombudsmans report (available at http://www.dhs.gov/xlibrary/assets/ cisomb_annualrpt07__June_11_2007_section3e_untimelyprocessing.pdf) to the congress for fiscal year 2007 reports that since 1994 there have been over 218,000 un-recaptured employment-based visas lost due to underutilization of the employment-based visas.
