Pjiang and others, one question. thanks.

Under "Where do I Apply" section, The instruction for applying for a canadian temporary resident visa says "If you are from the United States, ...., you can apply at a Canadian port of entry". Does that mean people who travel from US to Canada can apply Canadian visa at US-Canada boarder ?

If yes, anyone has experience? please share. Thanks.
