懇請pjiang，小白兔老師幫助：EAD before I140 approval

If I work for a company with EAD card before my wife's I-140 gets approved, is it OK to mail out H4 visa application right after the I-140 is rejected? Or do I have to leave US to apply for H4?
The company does not want to wait and apply for any visas.
