PJiang, XiaobaiTu: Following-to-Join Qestion

Hi there,

My green Card Based on EB2-NIW was approved in last year.

I filed I-824 for my kid's immigraition visa application and the 824 approval notice(Following-to-Join) was sent to GuangZhou Consulate by National Visa Center one week ago.

Since the retrogression for Chinese EB2 applicants, my Priority Date is not current right now. Does this retrogression affect my kid's visa application? My kid has to wait until the visa number is available?
