USCIS 的FAX為什麽總是發不過去？

今天試著不同時間，共5次發傳真給USCIS， FAX #: [phone]. 號碼肯定沒有錯誤，但總是發不過去。提示：NO RESPONSE/BUSY. 難道一直在占線？

那位高人，知道怎麽回事嗎？
