visa for canadian immigration

I received a letter from the Canadian Consulate General, which shows I need to submit my passport along with 3 pictures for the immigrant visa, but it does not mentioned anything about the visa application fee. I am wondering whether I need to pay for the visa application fee. Does the RPRF already include the visa application fee?
