為什麽uscis 不能公布vb的算法？

現在的vb有太多的人為暗箱操作。為什麽不能公布vb的同時，公布一下怎麽算出來的？每個國家有多少需求，多少名額都是很容易搞清楚的啊？現在的計算機技術，是可以精確倒天，每個名額的。強烈要求聯名上訪。
