I don't think your keeping calling USCIS will work because it's too informal and everything is not in written format so no one remembers and no one cares because there is no way to track the request.

It's really your lawyer's responsibility to contact TSC formally in written format.In the letter all the case numbers and the carryover intention of the letter should be umambiguously and explicitly stated. This can be tracked so USCIS will take it much more seriously.

You need to follow up/push your lawyers, not USCIS directly I think.
