My case was given to another officer #908 last Thursday and on Friday, I called they told me my case is not assigned to any IO. This week, I called 4 times and said the file has been given to the same IO who requested my RFE. So for my case, I think the #908 did not want to handle my case so he/she gave back my file. So the file got delivered to the original IO#448.
For your case, you need to check with them and see whether the same IO has your case since 2/13. If so, you need to ask whether they can send an email to that IO to work on your case.
