請問這是你的感覺，還是有出處？

“If NC has been pending over 3 years, they will approve directly. But for those delayed by NC between 6 months and 2 years, they will communicate with FBI again, and then decide to approve or not. If they do not approve, they will sedn you a notice that youe case need additional review.”

事實上，以EB1 為例，Memo 之後，批準的多數不是 NC Pending的老Case， 最早就是PD 2005，還有許多PD2006 獲批。而大批 PD （RD）2004 以前的老EB1 Case未獲批準。

他們對PD晚的，可以以 PD晚為借口不批，可實際上， 真正PD（RD）早的，又根本沒被批準。總之他們就是找各種借口拖延！！
