Anyone got green card due to new rule on FBI name check

I am wondering if anyone just received green card recently due to the new rule of FBI namecheck. My parents have waiting for FBI naming check for 18 months to get green card (all others are good). I am citizen. But we have not heard anything. Called 1800 number more than 5 times past 2 years, nothing.

How to check or speed up at this point?
