急問：美國公民能給黑了的父母辦綠卡嗎？

我父母來看孩子，I-539 延期被據。我的公民申請正好批下來了。請問我能給他們辦綠卡嗎？
另外好象I-485可以和I-130一起遞上去，不知哪樣更快？
