2005, which are the cases really stuck in NC. It seems they are trying
to delay the memo-covered cases as long as possible. They do NC-cleared first.
After ALL NC-cleared cases are cleared, it may be the turn for NC-stuck ones. However, at that time, visa number may be used up. Through this trick, they can (1) avoid lawsuit and (2) block the cases they don't want to process.
