In 2007 I was going to do so to upgrate my 140 process to PP. The lawer was willing to do that without charging any fee but recommended against this on EB1a. As it had been noticed that many blind RFEs were issued by NSC, then basically $1000 would be vaporized in vain. So, when pp is open again in the future, before chosing this option, think twice on your Eb1a, if applicable.
