When I was in Newark, I just submitted one copy of AP (first time) and they never asked me why I had one.
I did bring 2 copies of AP with me just in case but didn't give them since they didn't ask for it.
My LD went through Newark using one copy of AP as well with no problem.
Maybe this is just Newark.
