Pjiang, xbt & others, how to withdraw a pending H1b

My friend’s Green Card was approved at the end of last year, but he only get the approval notice, not received his card so far. For some reasons his new employer ted a H1B petition at the beginning of February. Please can my friend withdraw his H1B application? How to do? Thanks.
