The most important part in NIW application is independent evaluation letter (or recommendation letter).

If you do not have enough independent letters, IO will ask for more citations to demonstrate that your work HAS and WILL benefit national interest. Otherwise, IO will not be convinced.

For your situation (poor citation), seeking more evaluation letters from independent people, national labs, government agencies, etc., will be more helpful.
